On August 28, 2026, at the 2026 Forum on China-Africa Publishing Cooperation, a licensing cooperation agreement for the French editions of New HSK Course (Cameroon & Côte d'Ivoire) was officially signed by Chinese Testing International Co., Ltd. (CTI), Foreign Language Teaching and Research Press (FLTRP), and Africa Education Publishing House. This marks the first cooperation outcome since the establishment of the China-Africa Publishing Association and the first entry of New HSK Course into the African market, representing a key step in the localization of FLTRP’s international Chinese language education resources in Francophone Africa.

The cooperation covers the publication, distribution, and localized promotion of the French editions of New HSK Course for Cameroon and Côte d’Ivoire. It is designed to integrate the three parties’ strengths in examination standard development, international publishing, and localized operations in Africa, facilitating the high-quality application of premium international Chinese language teaching materials in Francophone Africa and responding to the urgent demand of local teachers and students for quality Chinese textbooks.

Li Peize, Chairman and General Manager of Chinese Testing International (CTI), noted that 90 countries around the world have incorporated Chinese into their national education systems, and that more than 210,000 young people in Africa have taken the HSK exam. He said that the arrival of New HSK Course in Africa will serve as an important bridge connecting African youth with knowledge, skills, and development opportunities, and that CTI will continue to rely on the China-Africa Publishing Association to advance the localization of HSK series books and digital publications in Africa.

Wang Fang, Secretary of the CPC Committee and Chair of the Board of FLTRP Group, and President of FLTRP, noted that Chinese language education has been flourishing in Africa in recent years, with more than 30,000 HSK candidates across the continent in 2025 and rapidly growing demand in Francophone Africa, which is home to hundreds of millions of people. She described the first arrival of New HSK Course on the African continent as both a pragmatic move to meet the needs of learners in Francophone Africa and a key step in advancing the localization of international Chinese language education resources in Africa. As the secretariat of the China-Africa Publishing Association, FLTRP will work with its member institutions in China and Africa to deliver more tangible cooperation outcomes.

Didier Dieudonne Nama, President of Africa Education Publishing House, highlighted the "Cameroon speed" of Chinese language education with a set of figures: in 2012, only 11 secondary schools offered Chinese courses, with a total of 258 students; today, that number has grown to about 300 schools, more than 20,000 students, and over 300 local Chinese language teachers. He said that this cooperation will drive the deep integration of HSK standards with African classrooms, and expressed his expectation to extend cooperation in teacher training and digital resources, making Chinese a solid bridge for mutual learning between Chinese and African civilizations.

This cooperation represents an innovative practice of the "standards + content + channels" cooperation model in Africa. It will provide scientific and systematic Chinese language learning solutions for learners in Francophone Africa and deepen China-Africa linguistic and cultural exchange.
