Standards Innovation, Digital Empowerment | Global Cooperation Launch of New HSK Course Successfully Held
 

    On June 18, 2026, the Global Cooperation Launch of New HSK Course was successfully held at the Beijing International Book Fair (BIBF). Co-organized by Chinese Testing International Co., Ltd. (CTI) and Foreign Language Teaching and Research Press (FLTRP), the event centered on the theme of “Standards Innovation, Digital Empowerment,” offering a forward-looking perspective on the development of international Chinese language education, a deep analysis of the upgrade directions for HSK 3.0, and a comprehensive showcase of the core features and digital resources of New HSK Course. Representatives from the education and publishing sectors across multiple countries and regions—including Thailand, Greece, Indonesia, Turkey, India, the UAE, Singapore, Russia, Uzbekistan, and Kenya—attended the event both online and in person to collectively explore a high-quality future for international Chinese language education.


    In his opening remarks, Li Peize, Chair of the Board and General Manager of CTI, described Chinese as a bridge for linguistic communication, mutual understanding, and civilizational exchange, noting that it is experiencing a global renaissance. He traced the more than thirty-year development of HSK—from version 1.0 to 3.0—and highlighted how HSK has become a globally significant benchmark for Chinese language education. The joint publication of New HSK Course by CTI and FLTRP represents a significant achievement in deepening their cooperation and implementing the new HSK 3.0 standards. Going forward, CTI will continue to uphold the vision of “Standards Innovation, Digital Empowerment”—continuously refining the HSK standards framework, improving the teaching resource ecosystem, and deepening digital-intelligent integration—so that high-quality Chinese language resources can benefit more learners worldwide and contribute to fostering mutual appreciation between Chinese and global civilizations.



    Wang Fang, Secretary of the CPC Committee and Chair of the Board of FLTRP Group, and President of FLTRP, emphasized in her remarks that as HSK 3.0 advances globally, Chinese language teaching is entering a dual opportunity of standards iteration and digital-intelligent transformation. As a pioneer of Chinese publishing “going global”, FLTRP has always been committed to providing quality, systematic Chinese language learning resources and services for learners worldwide. The New HSK Course was developed under the guidance of the Center for Language Education and Cooperation under the Ministry of Education, researched and developed by CTI, and published by FLTRP with official authorization. It represents a cutting-edge achievement in implementing the new HSK 3.0 standards—a series that serves not only test preparation needs, but also the professional growth of teachers and students. FLTRP looks forward to partnering with more educational publishing and service institutions from diverse countries and regions to advance the localization and in-country application of New HSK Course in varied linguistic and cultural environments, helping quality Chinese language teaching resources reach learners around the world.



    Zhao Xuan, Head of the Research and Development Division at CTI, provided a comprehensive overview of HSK 3.0. HSK 3.0 is an inheritance, optimization, and systematic enhancement of the current version, designed to meet learners’ diverse needs. The new exam introduces upgrades in four dimensions: first, structural reconstruction—maintaining a focus on assessing communicative competence in Chinese while establishing a new three-tier, nine-level framework covering beginner, intermediate, and advanced proficiency; second, syllabus upgrading—encompassing five dimensions of topics, tasks, vocabulary, grammar, and characters, with vertical progression by level and horizontal alignment across dimensions, providing clearer and more quantifiable guidance for test design, textbook development, and learning pathway planning; third, a focus on application—comprehensively refining test content to create more authentic communicative scenarios and measure Chinese communicative competence in a multi-dimensional manner; and fourth, experience upgrading—optimizing question types to deliver a better test-taking experience for examinees.



    Guo Fenglan, Chief Editor of New HSK Course (Levels 1–6) and Professor at Beijing Language and Culture University, provided a systematic introduction to the series’ structural framework and core features. New HSK Course is closely aligned with the HSK 3.0 syllabus and the new international Chinese language education standards, covering all three tiers and nine levels to offer a complete learning pathway from beginner to advanced. It strengthens the integration of teaching and assessment, creating an effective link across the “teaching—learning—evaluation—testing” continuum and building a learner-centered pedagogical model. In terms of content design, the textbooks use a “lightweight situational drama” format to present lessons, offering learners an authentic, multi-dimensional, and comprehensive portrait of China. On the technology side, the series leverages the FLTRP Global Smart Education Platform to deliver AI-powered digital textbooks embedded with rich digital-intelligent resources, accompanied by “Xiaoyu,” an AI Chinese language teaching assistant that constructs personalized learning pathways to empower innovative development in international Chinese language pedagogy.


    The event also featured a licensing agreement signing ceremony for the Chinese-Mongolian edition of New HSK Course. Li Peize, Chair of the Board and General Manager of CTI; Jiya, Mongolian Director of the Chinese Learning and Testing Center at the Mongolian HSK Examination Institute; and Liu Jie, Deputy Secretary of the CPC Committee, Deputy Chair of the Board, and Editor-in-Chief of FLTRP, signed the licensing agreement on behalf of their respective parties. This agreement represents a deepened collaboration among CTI, FLTRP, and the Chinese Learning and Testing Center at the Mongolian HSK Examination Institute for the publication, distribution, and local promotion of the Chinese-Mongolian edition of New HSK Course. It fully integrates the three parties’ respective strengths in standards research and development, international publishing, and in-country operations, advancing the high-quality localization and application of premium international Chinese language education resources in Mongolia.



    Speaking as the signing representative, Jiya expressed the importance Mongolia’s Chinese language education community places on this collaboration and the high expectations for the partnership. As economic and trade exchanges and people-to-people engagement between China and Mongolia continue to deepen, demand for Chinese language learning in Mongolia is growing rapidly. New HSK Course, with its authoritative standards, scientific framework, and digitally intelligent design, offers Mongolian Chinese language learners a high-quality new option. This licensing cooperation will fully consider the linguistic and cultural background of Mongolian learners and their practical needs, driving the localization of the textbook content, helping a broad community of Mongolian learners prepare efficiently and effectively for HSK 3.0 test, improve their Chinese proficiency, and further deepen Sino-Mongolian cooperation in educational publishing and people-to-people exchange.

    Following the signing ceremony, attendees engaged in discussions centered on the global promotion of HSK 3.0 and the overseas rollout of New HSK Course. Representatives from educational and publishing institutions across multiple countries held in-depth conversations with CTI and FLTRP on topics including HSK cooperation and promotion, local adaptation of New HSK Course, and the co-development and sharing of digital-intelligent resources, building consensus for future collaboration.
